Bonus Feats

Unlike the standard rules, characters do not receive a bonus feat every third level. They receive a bonus feat every odd level, and yes this does include 1st level (1 is an odd number).

That does mean that non-human characters should begin play with 3 feats: the starting feat, the bonus feat (for 1st level), and the regional feat. Human characters will begin with 4 feats, as above, plus the bonus feat for being human (as per standard rules).

Skill Points

Base and Prestige Classes that offer 2 skill points each level have a minimum of 3 skill points. Class given skill points (as well as the bonus skill points for being human) are spent on a 1:1 ratio for skills on that classes skill list, with a 2:1 ratio for cross-class skills. Bonus skill points gained from an Intelligence bonus (if any) may be spent on a 1:1 ratio regardless of whether or not the skill is on the class skill list.

Spells

Characters have access to the spells that are in the Player's Handbook, The Eberron Campaign book, The Faiths of Eberron, and the Magic of Eberron. Possession of these spells do not require approval from the Dungeon Master. Spells from other books require a Spellcraft check (DC 15 + level of the spell, if in an Eberron suppliment or DC 20 + level of the spell if from a non-Eberron source).

Source Materials Available

Simply enough, I must have a hard copy of a book for it to be usuable. If I don't have a copy of the book that the coolest feat, prestige class, spell, variant rule, etc., is in, then it is not usable.
